Встречается много клейм СССР, хозяина которых сейчас трудно найти.

Добрый  день. Прошу подсказки специалистов. Что это, и где могло  применяться?. Уже "обыскал" весь Интернет, но ничего не могу найти. Нет ни малейшей подсказки. Помогите определить...
